Targeted Intervention (TI)

Targeted intervention is a very significant component of National AIDS Control Programme (NACP). These interventions provide an opportunity to provide comprehensive and integrated HIV prevention as well as care and support services to extremely marginalized High Risk Groups, such as Female Sex Workers (FSWs), Men who have Sex with Men (MSMs), Transgenders (TGs), People Who Inject Drugs (PWID) and also to bridge populations like Migrant workers and long distance Truckers. NACO, in partnership with NGOs/CBOs, provides thee HIV prevention and care and support (to those who are infected) services to these group in a very use friendly manner, that is, at a place and time most convenient to the community and they can easily access these services without any fear of stigma and discrimination.

GSACS has been implementing Targeted Intervention projects with the core & bridge population. (Core group includes Female Sex Workers, Men who have Sex with Men, Transgenders & People Who Inject Drugs and Bridge includes Migrant workers & Truckers)

Following are the major services offered under a TI project:

 

-  Inter personal Behaviour Change Communication (BCC)

 

-  Promotion/ distributions of commodities

   (Condoms, Jelly to MSM & TGs and fresh needles and syringes to PWID)

 

-  Provision of diagnosis and treatment of Sexually Transmitted Infections (STIs)

 

-  Linkages to Integrated Counselling and Testing (ICTC) for testing for HIV and Syphilis

 

-  Advocacy for creation of Enabling Environment

 

-  Community Mobilization

  

Link Worker Scheme (LWS)

 

The key strategies of NACP IV focuses on intensifying and consolidating prevention services with a focus on HRGs and vulnerable population as well as expanding IEC services for high risk groups with a focus on behaviour change and demand generation and increasing access and promoting comprehensive care support and treatment. These key strategies hold good in a way to consolidate the gains achieved during third phase as well as expand those learning to emerging pockets of epidemic. The HIV epidemic in India, continues to be heterogenic, especially in terms of its geographical spread.  

 

The Link Worker Scheme project is implemented in order to reach out to scattered HRG and other vulnerable populations as well as helping them to link with the services. Following are the major objectives of the Link Worker Scheme project:

 

  • The scheme aims at building a rural community model to address the complex needs of rural HIV prevention, care and support requirements in selected geographies.

 

  • The scheme aims at reaching out to rural population who are vulnerable and are at risk of HIV/AIDS in a non-stigmatized enabling environment.

 

  • The scheme aims at improving accessto information materials, commodities(condoms, needles/syringes) throughcollaborating with nearest TI or government health facilities, testing and treatment services ensuring there is no duplication ofservices or resources.

 

  • The scheme aims at improving linkage toother social and health benefits providedby other line departments in line with localnorms, regulations suitable for vulnerable populations.
